PERKESA and KWSB Present Precious-Metals Recycling Proposal for Azerbaijan

PERKESA and Kenanga Waja presented a proposed catalytic-converter and precious-metals recycling facility at Azerbaijan’s Alat Free Economic Zone to H.E. Khazar Farhadov, exploring the next steps for investment discussions.

PERKESA and Kenanga Waja Sdn. Bhd. (KWSB) visited the Embassy of the Republic of Azerbaijan in Malaysia on 8 October 2026 to present a proposed platinum group metals (PGM) and catalytic-converter recycling facility at Azerbaijan’s Alat Free Economic Zone (AFEZ). The delegation met H.E. Khazar Farhadov, Ambassador of the Republic of Azerbaijan to Malaysia, to introduce the initiative and explore avenues for Malaysia–Azerbaijan cooperation in recycling and circular-economy development.

Dato’ G Kumaar Aamaan, President of PERKESA and Chairman of KWSB, led the presentation. The proposed facility would process used automotive catalytic converters, with the potential to recover platinum, palladium and rhodium through appropriate processing technologies and qualified refining partners.

The presentation outlined preliminary requirements for industrial premises, processing equipment, utilities, dust control and environmental safeguards. It also considered regional feedstock sourcing, potential technology partnerships and phased development, subject to commercial feasibility and regulatory requirements. Potential benefits discussed included employment creation, waste reduction and the recovery of valuable resources.

H.E. Khazar Farhadov received the proposal positively and indicated his intention to raise it with the relevant AFEZ department. An online meeting with AFEZ representatives was proposed to allow the delegation to present the project in greater detail and seek guidance on applicable investment procedures. This follow-up engagement remains subject to confirmation and coordination.

PERKESA and KWSB will prepare a more comprehensive presentation covering the project’s technical, commercial, financial and operational aspects. Further work will include feasibility assessment, feedstock and market analysis, engagement with technology and refining partners, and clarification of licensing, land allocation, environmental compliance and import/export requirements.

The visit marks an initial step in exploring the proposed investment. No investment or implementation decision has been finalised; development remains subject to the necessary assessments and approvals.

The organisations look forward to continuing discussions on responsible resource recovery and sustainable industrial cooperation between Malaysia and Azerbaijan.
